Teen charged with sexual misconduct
An 18-year-old from Burnsville faces a felony charge of criminal sexual conduct for reportedly having inappropriate contact with a 14-year-old Farmington girl.
The girl's mother called police May 20 because she suspected her daughter was having a sexual relationship with Matthew Otto. She said she'd noticed the screen missing from her daughter's window on May 19 and believed Otto had come in through the window sometime after 11 p.m. the previous night.
The girl told police she met Otto through a classmate who currently has a restraining order against Otto. She said Otto sent her text messages May 17 asking if he could come over and she agreed. He came in through the window and after talking for a while they started kissing. After a while he reportedly touched her in a sexual manner.
According to the complaint filed last week in the Dakota County Attorney's office Otto eventually started to pull his pants down but stopped when the girl asked him to.
According to the complaint Otto confirmed the girl's story and said he knew the girl was 14.
If convicted on a third degree charge of criminal sexual conduct Otto could face up to five years in jail and fines of up to $10,000.
