NOTICE OF ASSESSMENT HEARING FOR DELINQUENT MUNICIPAL SERVICES
TO WHOM IT MAY CONCERN
Notice is hereby given that the City Council of Farmington will hold a public hearing in the City Council Chambers, 430 Third Street on Monday October 17, 2011 at 7:00 pm to pass upon the proposed assessment for delinquent municipal services.
The proposed assessment roll is on file for public inspection at the City Hall located at 430 Third Street. The total amount of the proposed assessment is $384,508.06. Written or oral objections will be considered at the meeting, but the Council may consider any objection to the amount of proposed individual assessment at a continued meeting at which time and place will be designated at the October 17, 2011 assessment hearing.An owner may appeal an assessment to District Court pursuant to Minnesota Statutes, Section 429.081, by serving notice of the appeal upon the Mayor or City Clerk within 30 days after adoption of the assessment and filing such notice with the District Court within 10 days after service upon the Mayor or Clerk; however, no appeal may be taken as to the amount of any assessment adopted pursuant to subdivision 2, unless a written objection signed by the affected property owner is filed with the municipal clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The owner of any property assessed may, at any time prior to certification of the assessment to the County Auditor, pay the entire assessment amount on such property, to the City of Farmington within 30 days from the adoption of the assessment. The owner may at any time thereafter, pay the entire amount of the remaining assessment plus interest and fees to the Dakota County Treasurer. The assessment will be payable with the 2012 taxes and shall bear interest at the rate of 5.25% per annum from the date of adoption of this assessment roll through December 31, 2012.
