Dakota County Jail deputy charged with sex offenses

A 35-year Dakota County deputy who was about to be deployed to Afghanistan was arrested and charged Dec. 22 in Scott County for allegedly molesting two minor children.
Raul Rubio Mascorro, who is employed as a jail deputy at the Dakota County Jail in Hastings, has been charged with two felony offenses – first degree criminal sex conduct and criminal sex conduct in the second degree. As of Dec. 23 he remained housed in the Scott County Jail. He has been on military leave from Dakota County.
Mascorro is not a licensed peace officer.
According to the criminal complaint, a Shakopee High School counselor notified Shakopee Police on Dec. 9 about a possible case of sexual abuse involving a student. A 15-year-old student told the officer she was being assaulted by Mascorro. She said she was afraid of him and came forward now because he was going to be deployed through the Army.
The 15-year-old told police the sexual abuse occurred for two years. According the complaint, she said that Mascorro had offered her $300 to $400 to have sex with him.
Police also talked to a 13-year-old female who said that she, too, had been sexually abused by Mascorro many times.
Mascorro is in the Army and was temporarily stationed at Camp Atterbury in Edinburgh, Ind. According to the complaint, Mascorro was admitted to a hospital, claiming to be suicidal. At that time, he apparently admitted to both hospital and military staff that he had abused the two juvenile females.
