Chair Lee called the meeting to order at 5:00 p.m. Members Singewald, Sauser, Lee, McKnight, Burke, Treakle, and Superintendent Haugen were present as well as other staff and community members.

Superintendent Jay Haugen spoke about ways to improve the current education system. Board members discussed the structures that are imposed on them from other structures and how that influences the actions the school board/district can take.

Superintendent Haugen related the history of Profiles of Learning in Minnesota and his involvement with it, as well as the positive aspects of the program and the components that led to its demise. Board members expressed the importance of including the community as well as the teachers in focus groups to see what changes would be supported. There was discussion on a variety of changes that board members would like to explore for the future of the district.. Superintendent Haugen plans on reviewing the ideas discussed and will work on a plan to present back to the school board at a later date.

The following Consent Agenda items were approved: Certified Employments, Certified Resignations, Certified Leave of Absences, Certified Change of Status, Non-Certified Employments, Non-Certified Resignations, Non-Certified Change of Status, Extra-Curricular Employments, 8/22/11 School Board Meeting Minutes, and 8/16/11 ISD 917 minutes.

Reports and communications approved: First day of School/Enrollment Report, Board Retreat scheduled for October 15, 2011.

Recommended Actions Approved: Contract Settlement with Farmington Education Association (Teachers).

Policies discussed: Policy # ACC - Hazing Prohibition.

Superintendent Haugen shared the good news. Mr. Tom Herme expressed concerns about the 11th Grade MCA test scores.

The following Consent Agenda items were approved: September Claims and Accounts, Certified Employments, Certified Resignations, Certified Leave of Absences, Non-Certified Employments, Non-Certified Resignations, Extra-Curricular Employments, 9/12/11 School Board Meeting Minutes, Part-Time Teacher Program, gifts and donations, and approval of an extended field trip.

Reports and communications approved: MCA/ACT/AP Test Results Report, Staff Development Update, MSBA Fall Regional Meeting Update, and the Bond Construction/Capital Appreciation Report.

Recommended Actions Approved: Proposed Property Tax Levy Payable 2012.

Policies Adopted: Policy # ACC - Hazing Prohibition.

Chair Lee called the meeting to order at 4:30 p.m. Members Burke, Sauser, Treakle, Lee, McKnight, Singewald, and Superintendent Haugen were present as well as other staff and community members.

The purpose of the meeting was for board members to discuss the bond construction projects and the capital loan repayment options. Mr. Carl Colmark, Finance Director, spoke about the options for repaying the capital loan. He spoke about the facilities needs and recommended pausing these projects. Board members discussed the options and concerns that they had.

Mr. Colmark will have a planning timeline for the next board meeting and will also bring the capital loan repayment to the Board for action.

Reports and communications approved: School Counselor/Advocate Report and North Trail Elementary School Improvement Plan Report.Chair Lee designated Member Singewald and herself to the Superintendent Evaluation Sub-Committee.

Recommended Actions Approved: State Capital Loan Repayment.

Policies discussed: Policy # JFCB - Use of Peace Officers to Remove Students with IEPs from School Grounds.

Chair Lee called the meeting to order at 9:00 p.m. Members Singewald, McKnight, Lee, Treakle, Sauser, Burke and Superintendent Haugen were present as well as other staff and community members.

Superintendent Haugen gave an introduction and board members shared the reasons why they ran for School Board. Board members talked about concept attainment, a way of teaching. They talked about beliefs, being the school of choice, our current reality, and oscillation.

Board members shared what they had been told in the past about being a board member and what that means to them. They talked about verbal and written communication and the 90/10 or 95/5 rule. They discussed board governance, trust and respect issues, community requests for information, and board member roles and decisions. Superintendent Haugen talked about what it takes to become the school of choice.

Board members reviewed the code of conduct. Superintendent Haugen and the board members discussed the Board evaluation process. Board members discussed organizational goals. The Board will continue to discuss these goals at the Board Work Session on Monday, October 24, 2011.

Chair Lee appointed Brian Treakle and Tim Burke to the Board Evaluation Sub-Committee.

Chair Lee called the meeting to order at 4:35 p.m. Members Lee, McKnight, Sauser, Treakle, Burke, Singewald and Superintendent Haugen were present as well as other staff and community members.

Superintendent Haugen spoke about the goals of the School Board. Board members reviewed the current strategic plan belief statements, mission statement, strategies and objectives.

Board members discussed the current student system and the need for it to be more robust. Chair Lee asked about conducting surveys to find out how staff development is working. Dr. Weymouth stated that a program survey is conducted at the end of a staff development day and she shared what is happening at the building level with RTi and professional learning communities.

Superintendent Haugen and board members spoke about partnerships and service learning. There are many opportunities available and we need to reach out to those opportunities.

Chair Lee shared a rough draft of the school board’s goals. Superintendent Haugen would like to put something together that is clear and compelling and something we can use for budget discussions, determining resources, and ways to talk to staff about those changes. The Board decided that the following goals would be priorities:

•Individualized and Personalized education system based on each student’s needs (SPARK)

•Community Partnerships

•Integrated Technology

Board members and Superintendent Haugen discussed our current policy revision process. Superintendent Haugen talked about the current process that MSBA uses to revise policies and suggested that the Board consider using this. He will work on a plan and bring it back to the Board for further discussion. Adjournment at 6:05 p.m.

Recommended Actions Approved: 2011-2013 Custodians Contract and Educational Assistants Contract, Authorization of the Sale of Refunding Bonds, Annual Report.
