Letter: Boulevard tree policy is unreasonable

Why have we, as homeowners, been required to pay for and plant fairly mature boulevard trees (The mandated distance away from the street, per city building ordinance) in conjunction with building our houses here, only to have city workers blight them by indiscriminately hacking branches off and mulching them in order to bring us to compliance with another city ordinance?

We as homeowners and taxpayers are paying for conflicting ordinances and left with stupid-looking landscaping in our neighborhoods. Why plant anything at all, never mind make it a requirement?
